Rationale for Developing Rural Roads
Poverty is a common rural phenomenon in Sri Lanka.
One of the main reasons for rural poverty is their isolation from the major growth centers.
To ensure economic growth reasonably, investment in the rural infrastructure should be brought to an acceptable level.
Rural road sector in Sri Lanka does not generate any revenue by way of taxes or levies. Therefore, it is the responsibility of the government to provide funds for their maintenance, rehabilitation and improvements.

Easy movements of inputs required for agriculture and other produces.
Provisions of access to rural mass to education and health facilities and trade, commerce, communication and other service.

Rural roads represent nearly 70% of the total road network. Most of these roads have originated and used as footpaths or cart tracks. These roads have been neglected for decades without maintenance and rehabilitation.
Hence there is a need to redesign selected rural roads to cater to the developing needs of Sri Lanka and rehabilitate them to provide better connectivity to rural areas.
