Road Transportation in Sri Lanka is considered a vital pre-requisite in Economic Development. Provision of reliable transport facility for easy mobility of people and goods stimulates economic growth

It helps to improve educational standards, health condition, and social standard of the people

Improved transport infrastructure will enhance communication facilities and improves economic and social standard of the people

Having understood these facts His Excellency the President has pledged through ‘Mahinda Chinthanaya’  to develop all Rural Roads under ‘Maga Neguma’  with the broader objectives of developing every village with all facilities

  • Raising investment in Rural Transport Infrastructure to an acceptable level.
  • Directing Rural Transport Infrastructure investment strategically to reduce poverty.
  • Creation of responsible construction and maintenance culture among engineering communities.
  • Developing the capacity of local communities to undertake the  care of village road network.
  • Development of systems to ensure effective resource allocation.

Rationale for Developing Rural Roads

Poverty is a common rural phenomenon in Sri Lanka.

One of the main reasons for rural poverty is their isolation  from the major growth centers.

To ensure economic growth reasonably, investment in the rural infrastructure should be brought to an acceptable level.

Rural road sector in Sri Lanka does not generate any revenue by way of taxes or levies.  Therefore, it is the responsibility of the government to provide funds for their maintenance, rehabilitation and improvements.

Benefits of providing accessibility to rural areas

  • Provision  of access to competitive markets.
  • Easy movements of inputs required for agriculture and other produces.
  • Provisions of access to rural mass to education and health facilities and trade, commerce, communication and other service.
  • Easy access promotes other services and infrastructure such as electricity and water to villages.

About our Roads

Sri Lanka has total road network of 92,700 kilometers.

National Roads  11,600 12.50%
Provincial Roads  16,523 17.80%
Rural Roads 64,658 69.68%

Rural roads represent nearly 70% of the total road network. Most of these roads have originated and used as footpaths or cart tracks. These roads have been neglected for decades without maintenance and rehabilitation.

Hence there is a need to redesign selected rural roads to cater to the developing needs of Sri Lanka and rehabilitate them to provide better connectivity to rural areas.
